At the start of its war, the US had several
battleships in the Atlantic, a large force
of destroyers, and two aircraft carriers.
Most of this force was transferred to the
Pacific over time, but additional destroyers
and destroyer escorts went to the Atlantic,
many "jeep" carriers went to Atlantic, and
some U.S. battleships were around to provide
gunfire support for D-Day and and ANVIL/DRAGOON.
One could say that convoy escorts, ASW groups,
and gunfire support does not make "a real
striking force", but there was enough strength
there to make one.
