Might spread a little blame on Congress for starving the services of
development money. Tough to do anything worth while when all the
services are trying to get by on what A-Rod thinks is chump change.
German Navy had same problem with their magnetic exploder which really
surfaced (heh) during the Narvik battle - Uboat skippers raised hell
after failing to sink Warspite despite her entering Narvik fjord.
German Navy lost a bunch of DDs. An investigation resulted in several
high ranking officers getting court martialed and shot 'to encourage
the others'. Problem remedied tout suite. Hitler did have a bit of a
temper when he lost a boat.
