If I remember correctly from his memoirs, Speer worked around the
production shortfall by running down existing stockpiles and forcing
the use of larger-diameter ball bearings for some of the production
that was used to the finer stuff.

I don't remember his actually replacing ball bearings with something
else, and don't think that this could have been done in other than
peripheral cases.
