Eisenhower did not command troops in the
field, but his management abilities were sufficienly
good to be chosen as Allied Supreme Commander
for operation Torch, where his abilities were
obvious. And IIRC the choice of Eisenhower
as Supreme Commander for Overlord was not
opposed by the British.
