It is slightly more complicated than that. The Stirling, Halifax and
Manchester all began development in 1936 when a specification was
issued. Handly-Page and Avro initially intended to use Rolls Royce
Vulture engines. Handly-Page abandoned that idea before design of the
Halifax was finished. The Stirling was the first to get into service but
it was no more or less a pre-war design than either of the others.
