Minor nitpick :
The Germans _had_ agents in the USSR.
Those contacts went back to the days of WWI.
The Germans financed not only Lenin's revolution,
but also groups like the Ukrainian nationalists.
The USA helped to form "Organisation Gehlen"
(the later BND) _because_ Gehlen had agents behind the
Iron Curtain.
