Think of the millions of gallons of bunker oil that were dumped in the
world's oceans from 1939 to 1945. Now we get bent out of shape if a
ship leaks a few hundred gallons.

My daughter and son-in-law have a sailboat that takes folks to
Antarctica, and they are required to file a plan with the EPA for
containment of any possible oil spill. (Their plan is to radio a
cruise ship, all of which are required to carry containment equipment
and chemicals. The EPA finds this acceptable.)
