It definitely is a cop-out.
As I said, de Broglie provided the key to developping the right model
to account for constant locality of photons in sync with these
experimental
results.
But since de Broglie's hypothesis directly contradicts the majority
view
Copenhagen interpretation that the wave function "forbids" permanent
locality of moving particles, it has systematically been disregarded
as a fantasy, and never was explored futher.
