When changing from single page layout to booklet I found that it was
important to change the various settings in the right order, otherwise
the document stuck as single page.
Perhaps you have a similar problem - try unsetting the booklet and page
orientation in a different sequence.
I think that this is typical of Publisher - settings are often
interdependant when they need not be.
