In a networked environment:

"How to Create a Base Profile for All Users"

The Default User is the default user profile for every new account. You
can customize this profile any way you like:

"How to Create a Custom Default User Profile"
http://support.microsoft.com/kb/319974/en-us

A tip: You should backup the Default User before changing it.

If you only want to standardize the Start Menu, Shared Folders,
Favorites and the Desktop, it's easier to customize the All Users profile.
