microsoft.public.windowsxp.customize

Without knowing what the program is, it's hard to say. Many installers
give you the option to install the program for the current user or for
all users. If you don't see that option during the installation you may
need to re-install the program in each user's account, but I would
contact the program's technical support for advice.
