BASIC FUNCTION Understands and translates business needs into system scope and objectives. Devises or modifies procedures to solve problems using information systems. Prepares detailed specifications from which programs will be written and designed, coded, tested, debugged and documents those programs. ESSENTIAL RESPONSIBLITIES I. PROGRAMMING Encodes, prepares test data, tests and debugs programs at various complexity levels. Writes structured, well organized and documented, highly maintainable programs. Prepares test data, test scenarios and test plans that ensure programs are working correctly prior to release. Follows ISD/departmental standards and procedures. Produces Project Life Cycle (PLC) documentation. II. ANALYSIS/DESIGN Analyzes the requirements for a program and defines its overall structures. Analyzes system/program problems and defines solutions. Prepares both functional and technical specifications. Utilizes knowledge of PLC and follows PLC guidelines whenever necessary. Performs business analysis and translates into specifications and develops all levels of logic flow charts. III. LEADERSHIP Provides assistance to other staff members on selected functional and technical issues. Assist in the estimating and scheduling of a project/project takes. Prepares project plans. RESEARCH/KNOWLEDGE Assists in software package evaluation and setting ISD Departmental standards and procedures. Monitors changes in technology. Remains up-to-date on current industry trends through courses, reading, etc. IV. SUPPORT Provides support to user groups and other developmental groups to resolve system problems. NON-ESSENTIAL RESPONSIBILITES Performs other related duties as assigned. QualificationsRequired (Experience, Skills, Academic): 2-3 years experience as a Programmer with progressive programming and analysis experience. Requires proficiency in at least two higher-level programming languages and knowledge of JCL, effective oral and written communications skills and a considerable aptitude in human relations.
