Directly: Contractors. 2. Indirectly: Associate Programmer/Analyst, Programmer/Analyst. REQUIRED CORE COMPETENCIES: Communications, Customer Service, Organization Support, Quality, Teamwork REQUIRED JOB SPECIFIC COMPETENCIES: Analytical Skills, Initiative, Job Knowledge, Planning & Organization, Technology Leadership PRIMARY FUNCTION/S: 1. Under minimal supervision, manages the planning, development and evaluation of routine to intermediate new and existing information technology (IT) systems programming and/or analysis projects based on SMECO's Corporate Plan, the IT Strategic Plan, user specifications and Cooperative network capabilities. Oversees problem resolution of programs and applications; assesses new solutions. 2. With a primary focus on business intelligence and data warehousing, conducts moderately complex analyses to address end user IT requirements and monitors established solutions' operating efficiency. 3. Along with other IT team members, manages the IT Help Desk and assists with risk management. RESPONSIBILITIES: 1. Manages the evaluation of routine to intermediate new or enhanced computer programs and software applications to determine feasibility, costs, time and staffing/equipment resource requirements and end-user deliverables. Recommends solutions to maintain and enhance service. VALUE: 15% 2. Conducts moderately complex program management (e.g., analyses to meet user IT needs) and/or programming (e.g., coding, modifying, testing and upgrading programs and applications as well as running data queries) to support business operations and provide requested information to SMECO departments for all IT related systems. Develops project workplans; conducts performance analysis and documentation. Coordinates with IT department technical team members to ensure the network supports new/modified programs. Manages to the project budget and timetable. VALUE: 20% 3. Working with the IT contractors, application representatives and other organizations, troubleshoots and resolves moderately complex daily application issues as well as long-term solutions for the Cooperative's programs. May facilitate groups to determine user requirements. VALUE: 20% 4. Assists with managing IT Help Desk operations.VALUE: 15% 5. Develops and coordinates employee trainings and user manuals for new applications or program enhancements to ensure proper use for review. VALUE: 10% 6. Provides recommendations for the development, maintenance and implementation of risk management procedures, including adherence to software licensing requirements, incident reporting and monitoring user compliance to safeguard employee/customer information and systems integrity as outlined in SMECO's Information Technology Security Guidelines. VALUE: 10% 7. Keeps abreast of new developments in systems design, programming and computer capabilities to promote continued education and ensure that the latest procedures are utilized. VALUE: 5% 8. Performs other such duties as assigned and completes training necessary to maintain and enhance job performance.VALUE: 5% COMMUNICATIONS: 1. Internal - Communicates with the President and staff, division and departmental personnel by personal contact, telephone, electronic and written communication, and public speaking. 2. POSITION REQUIREMENTS: 1. Education - Bachelor's or advanced degree in an information technology/computer science related field. Experience will be considered in lieu of degree requirement. 2. Experience - Four to six years of prior work experience in programming and/or analysis and project management with strong analytical skills and written and verbal communications skills. 3. Skills - a) Strong knowledge in Business Intelligence, knowledge of Data Structures, Data Warehouse and reporting. Any experience with Business Objects and Xcelius would be a plus.b) Strong knowledge and understanding of full lifecycle development implementing data warehouse solutionsc) Strong knowledge of data architecture, data design, and database development (Oracle database development knowledge preferred). d) Strong knowledge of enterprise reporting tools & techniques (e.g., ad hoc analysis reporting, parameterized report development, information portal development). e) Knowledge of Performance Management/key performance indicator dashboard development - preferred. f) Strong familiarity using and/or managing projects using BI/DW tools & techniques, and best practices.g) Excellent written and verbal communication skills. Must be able to translate business terms into technical data specificationsh) Experience working directly with senior business & IT leadership. i) Ability to produce thorough, high quality documentation 4. Physical Characteristics - Must have the physical and mental faculties required to perform the essential duties of the position which include, but are not limited to, seeing, hearing, talking, walking, sitting, standing, lifting up to 30 pounds and finger dexterity. Must present a professional manner that will enhance the Cooperative's image. 5. Exempt Status - The position is exempt from the overtime requirements of the Fair Labor Standards Act, as amended - executive, professional or administrative definition. This position requires availability for emergencies, attendance at night meetings, etc., without additional compensation. 6. Must be willing to comply with General Job Requirements.
