GENERAL SUMMARY: The ideal candidate will possesses leadership, C# programming skills along with architectural and design skills to lead a team collaboratively to produce reliable systems with thorough success and error logging and high uptime, and completing deadlines in a fast passed, dynamic environment. Additionally, the ideal candidate will be familiar with Refactoring, OO, Design Patterns, and producing 3-tier code (Presentation, Business, Database Layers). PRINCIPAL DUTIES/RESPONSIBILITIES: 1. Performs expert level engineering work concerned with the design, evaluation, planning, testing and operation of highly complex components, equipment and systems for government, uses; 2. Provides engineering subject matter expertise (e.g. Visual Studio Professional, Visual Source Safe, the Microsoft Application Blocks,ASP.net 2.0, and Microsoft Ajax) to assigned clients, and may also advise other internal groups; Ideally the lead developer will be intelligent, quick, knows .NET and C#, ASP.NET extremely well; 3. Directs various tests and analyzes and documents results; final products must be thoroughly tested to a very high quality level, for both Domain Driven Testing, SME testing, and Stress Testing, allowing QA and Management to focus on Edge Cases and new customer requests and clarifications; 4. Conducts independent technical investigations and provides impact assessments and design recommendations to clients; 5. Supervises assigned technical staff, including subordinate managers, and performs personnel actions including hiring, scheduling, reviews and recruitment; 6. Provides guidance and work leadership to less-experienced engineers and other technical staff; must be willing to mentor non-technical team members and able to motivate a team to complete work requirements based on time constraints and deadlines; 7. Recommends major changes in procedures, objectives or resources (people, software, hardware) as necessary in order to complete project requirements with frequent product release cycles. 8. Maintains current knowledge of relevant technologies through advanced research; 9. Participates in special projects as required. EDUCATION AND EXPERIENCE: 1. Typically requires 15-20 years of related engineering experience; 2. Masters Degree in Engineering or a related discipline, or the equivalent combination of education, technical training or work experience; 3. Requires 10 - 15 years experience with Microsoft .Net Framework, development and design, and developing web-based, n-tier systems utilizing SOA framework.

SKILLS AND ABILITIES: 1. Expert knowledge of engineering principles, methods, and techniques: such as evaluating, redesigning and modifying existing program logic to improve overall system performance; developing frameworks, data modeling and design; configuring and setting up systems to support web applications and windows applications; design patterns and refactoring; conducting code reviews and promotion of standards and guidelines for design and coding; reviewing requirements and performing detailed analysis of systems specifications for different applications; performance tuning; development of life cycle standards, defined processes, and control mechanisms to ensure configuration control and high-quality product development; problem solving techniques, along with the ability to apply these techniques and the ability to diagnose and solve problems independently is also required; 2. Demonstrated knowledge and aptitude in leveraging the capabilities and APIs of third party application servers (IIS); 3. CMM/CMMI experience is a plus; 4. Expert knowledge of the related tools, equipment, hardware, software, and programming: including Oracle 9i and 10g package integration is a plus; application development, using open source tools, C#, ASP.NET, VB Script, Java Script, C Sharp and Sharepoint; experience with Oracle products including SQL, SQL* Plus, PL/SQL; evaluating and writing complicated SQL; implementing CMS, experience with web technologies such as XML, XSLT, XHTML, CSS; configuring .NET system environment; setting and configuring web applications; 5. Additional experiences in SOA architecture and web applications. Familiarity with setting up and implementing CMS, configuring environments, SEI CMM/CMMI, and section 508 accessibility/usability are desired; 6. Ability to manage assigned tasks and projects; including experience in providing technical leadership as well as team leadership, be able to take charge of all technical issues/problems. 7. ADDITIONAL: Since it is a public website the team leader must be able to integrate the 508 standard presentation code, Javascript/Ajax and Search Engine Optimization code written by the team. Possess the ability explain to the team how to re-architect their code into a carefully planned architecture, and can identify common .net coding mistakes and instruct a team on how to not make those coding mistakes in the future. The qualified leader has experience with code generation tools like CodeSmith, Subsonic, NetTiers, LinQ and OR/M systems. In the long term the system will need content management tools designed with a SOA interface (REST or webservices) to allow administrators to update the system documents and data with minimal training. Such a system can be built with Sharepoint or Open Source Tools; the leader will have to be able to choose and justify their choice.
