That was the main suggestion I had had. In fact, if you had just
increased the cap to stay even with inflation, then much of the problem
would have gone away. Think it is probably too late without radically
alterations.
The other thing will be means testing.

They already have done that too. I, for instance, can't retire at
full benefits until I am 67. Not sure you could do that anyway given the
actuarial tables showing minority's lower life spans. It is already a
lousy deal for them with retirement at 65.
