If that were true they would get nothing at all done. Actually there
are very few things that require 60 votes to break the fillibuster. The
war isn't one of those. End the war by not renewing the funding. Nobody
can fillibuster a bill that isn't presented for a vote.

They don't need 60 votes to pass legislation. Just to pass a very few
of the more controversial bills. Even then, many sneak through.
