Here's how I see it.
Both sides decided on war for their own purposes:
the CSA to protect Confederate independence
the US to destroy the CSA
If you read the debates going on in both communities at the time, you
can see them deciding to get ready to fight. You can see them raising
regiments, electing officers, passing resolutions, and all that.
