Child neglect/abuse is the issue--and needs to be reported
as such to authorities. Tell the *kids* to call the
police/social services every time food (or other essentials)
run out. You will be able to document you gave her the
money, so she will then have to account for why there is no
food in the house--and an audit of her expenditures might be
done to find out where the money is really going.

Let Social Services do it. The kids reporting her over and
over again will nail her butt if it happens repeatedly.

She got the money, so let the kids do their part to protect
themselves. Tell them to call the police/Social Services
whenever food is lacking. She got the money--so she could
buy it IF she wanted to. But, if she does not buy food for
the kids, that is child abuse/neglect/endangerment. And that
traps her between a rock and a hard place.
