Where I live the NIP's go out the after 13 days to arrive on the 14th day.
This may just be organic delay, but I think it is to minimize the chance of
a defence / query.
Recently there has been a postal strike, so NIP's posted late in the 14 days
may well not arrive in time and given there was postal strike, it would be
unreasonable for the speeding tax collectors to assume that it would arrive
in time.
